In the context, Mr. Williams mentions how the Psalms reflect changing feelings, and implies that worship is not necessarily dead when feelings are dead. I wonder whether he meant that “worshipers with lukewarm hearts are still worshiping” (unlikely) or that “even when worshipers feel upset at God (hence the Psalms reference) they can still worship by addressing their discomforted minds and misdirected (though natural) emotions to God.”
